Мероприятие организовано Министерством образования и науки Пермского края, Пермским региональным центром иностранных обучающихся и Гимназией № 2 г. Перми в рамках объявленных Президентом России Владимиром Путиным и Председателем КНР Си Цзиньпином годов российско-китайского сотрудничества в области образования (2026-2027 гг.)
Основными участниками и экспертами Форума стали представители профессорско-преподавательского состава и международных подразделений образовательных организаций высшего образования (ПГНИУ, ПГГПУ, ПГФА, ПГИК, ПГАТУ, ПГМУ, ПНИПУ, Филиал ВШЭ, РАНХиГС), студенты из России и Китая, представители Администрации губернатора Пермского края, Администрации города Перми, Пермского федерального исследовательского центра УрО РАН, Аппарата Уполномоченного по правам человека в Пермском крае, школ г. Перми (школы №№ 22, 123, 50, «Синтез», Лицей 4), а также студенты из Сирии, Марокко, Джибути, Индии, Туркменистана, Габона, Киргизии.
Заместитель министра образования и науки Пермского края Светлана Долгополова в приветственном слове к участникам Форума отметила: «В 6 вузах региона обучается более 400 студентов из Китая, студенты осваивают 29 направлений подготовки. В регионе созданы все условия для социокультурной адаптации и получения достойного образования . Важным направлением взаимодействия двух стран развитие межуниверситетского сотрудничества: между вузами Пермского края и китайскими образовательными учреждениями на сегодняшний день заключено 62 соглашения — совместно реализуются научные проекты, публикуются научные статьи, проводятся практические конференции, разрабатываются сетевые образовательные программы, организован академический и научный обмен. Сегодня мир меняется, залогом успеха в этих новых условиях становится человеческий капитал, знания и новации».
Также с видеоприветствием к участникам обратился заместитель заведующего канцелярией по иностранным делам Правительства города Циндао — побратима города Перми.
В рамках пленарной сессии с докладами выступили начальник отдела международных связей Администрации губернатора Пермского края Дмитрий Иванов, директор ПФИЦ УрО РАН Олег Плехов, проректор по учебной работе ПГНИУ Анна Габдурафикова.
Помимо пленарной сессии, в рамках форума проведены круглые столы и тематические мастер-классы. В рамках подведения итогов выступили ректор Пермского государственного гуманитарно-педагогического университета Константин Егоров и директор департамента национальных и религиозных отношений Администрации губернатора Пермского края Анастасия Субботина.
Оригинальные творческие выступления с русским и китайским колоритом представили: заслуженный коллектив народного творчества РФ, народный театр танца «Юность» ДК им. А.Г. Солдатова, спортсмены Федерации ушу Пермского края из «Академии ушу», студенты ПГИК Чжан Хунфэй и ПНИПУ Цин Мао Чао.

The Russia-China Educational Forum: Looking to the Future — Education Without Borders has been held in Perm.
The event was organized by the Ministry of Education and Science of Perm Krai, Perm Regional Center of Foreign Students and Perm Gymnasium No. 2 as part of Cross Years of Russian-Chinese Cooperation in Education (2026–2027), declared by the President of Russia Vladimir Putin and Xi Jinping, the President of the People’s Republic of China.
The Forum’s key participants and experts included faculty members and representatives of international departments of higher education institutions (PSNRU, PSHPU, PSPA, PSIC, PSATU, PSMU, PNRPU, HSE Perm Branch and the Presidential Academy — RANEPA), students from Russia and China, representatives of the Administration of the Governor of Perm Krai, Perm Administration, Perm Federal Research Center of the Ural Branch of the Russian Academy of Sciences, the Office of the Commissioner for Human Rights in Perm Krai, Perm schools (No.22, No.123, No.50, school SinTez, Lyceum No.4), as well as students from Syria, Morocco, Djibouti, India, Turkmenistan, Gabon and Kyrgyzstan.
Svetlana Dolgopolova, the Deputy Minister of Education and Science of Perm Krai, in her welcoming speech noted: “More than 400 students from China are enrolled in six universities of the region, mastering 29 degree programs. The region has created all the necessary conditions for sociocultural adaptation and obtaining a high-quality education. An important area of interaction between the two countries is the development of inter-university cooperation: currently, 62 agreements have been concluded between universities of Perm Krai and Chinese educational institutions. They jointly implement scientific project, publish research papers, hold practical conferences, develop network educational programs and organize academic and scientific exchange.”
The Deputy Director of the Foreign Affairs Office of the Qingdao Municipal Government – Perm’s sister city – addressed the participants with a video message.
During the plenary session, reports were presented by Dmitry Ivanov, the Head of the Department of International Relations of Perm Krai Governor’s Administration; Oleg Plekhov, the Director of Perm Federal Research Center of the Ural Branch of the Russian Academy of Sciences; Anna Gabdurafikova, the Vice-Rector for Academic Affairs of Perm State University.
In addition to the plenary session, roundtables and thematic master classes were held as part of the forum.
During the summing-up session, speeches were made by Konstantin Egorov, the Rector of Perm State Pedagogical University and Anastasia Subbotina, the Director of the Department for National and Religious Relations of the Governor’s Administration.
Original creative performances demonstrating Russian and Chinese cultural coloring were presented by the Honored Folk Art Ensemble of the Russian Federation; the folk dance theatre Yunost from the Soldatov Palace of Culture; athletes of the Wushu Federation from the Wushu Academy; Zhang Hongfei, the student of Institute of Culture and Qing Maochao, the student of Polytechnic University.
